I think this is more common as a nickname than as an actual given name, and that as a nickname it is used more for a drag queen (the all-male BrIt'sh rock band Queen once dressed as women when'they did that 'I Want To Break Free' song and video in the mid-Eighties) than an actual queen (as in king's wife or female sovereign in her own right - like Queen Elizabeth II of the United Kingdom, for instance).
